Digital Land Records: How Maps, Drones, and Bhu-Aadhaar Are Changing Property Identity
The recent visit by a high-level delegation from the African Union Commission to India’s Department of Land Resources marked a significant milestone in the country’s digital land revolution. This showcase of India’s pioneering work in digitizing land records, maps, and property information has far-reaching implications for developing economies across the globe.
India’s Digital India Land Records Modernisation Programme (DILRMP) has made tremendous strides in computerizing textual land records, with an impressive 99.90% of Records of Rights now digital. This achievement is remarkable given the sheer scale and complexity of the task at hand. The integration of digitized maps, georeferencing, and unique identification numbers for land parcels has enabled the government to create a robust and transparent system for property management.
One key highlight of this initiative is the introduction of Bhu-Aadhaar, or Unique Land Parcel Identification Number (ULPIN), which assigns a 14-digit alphanumeric identification number to over 40.58 crore land parcels. This move creates a digital identity for each land parcel and facilitates seamless integration with other relevant data points such as property registration and encumbrances.
The Bharat Land Stack project aims to link georeferenced land records with circle rates, registration, and encumbrances into a single interoperable layer. This effort is not merely about digitizing existing systems but about creating an ecosystem that unlocks formal credit and mortgages for even the most vulnerable citizens or rural landowners.
The use of drones under the NAKSHA programme in urban areas has been noteworthy. By employing 2D Nadir cameras, five-camera Oblique systems, and LiDAR sensors, India is achieving centimetre-level positional accuracy in mapping complex urban landscapes. The process involves participatory ground validation and a claims and objections mechanism to ensure accuracy.
India’s emphasis on inclusive growth is striking. By creating a common source for land-related information, the government aims to empower citizens, particularly those from rural areas or marginalized communities, to access formal credit and mortgages. This focus on inclusivity is both a moral imperative and a pragmatic one, given the vast amounts of “dead capital” that remain untapped in developing economies.
